Persons with Reduced Mobility (PRMs) represent a significant portion of the traveling public, and as such, there are specific legislations and guidelines tailored to protect their rights and ensure a high level of consistent and reliable support during traveling. These regulations serve as a blueprint for airlines and airports to ensure accessibility, inclusivity, safety, and convenience for PRMs. This section delves into the intricate tapestry of these legislations and guidelines, offering an overview of the standards and practices that the airline and airport industry adhere to in their commitment to serving PRMs. Please be aware that this overview may change over time.

The regulation (hereafter EC 1107/2006) concerns the rights of disabled persons and persons with reduced mobility when travelling by air. It entered into force in July 2006 and applied with effect from the 26^th of July 2008.

The purpose of this Regulation is to establish rules for the protection and the provision of assistance to PRMs travelling by air – both to protect them against discrimination and to ensure that they receive assistance.

Disabled persons and persons with reduced mobility are entitled to receive assistance free of charge in airports and on board aircrafts.

The Guidelines cover 22 areas in which problems often arise on access to air travel, and are written in the form of answers to the most frequently asked questions on the Regulation. 

On training the Guidelines refer to art. 11 of Regulation 1107/2006 and to ECAC DOC 30, Part I, section 5, in particular to Annex 5-G.

The Doc 30 guidance is a comprehensive document that addresses the nuances of air travel for persons with disabilities and those with reduced mobility. Rooted in the principles of Regulation (EC) No 1107/2006, the document provides a structured approach to ensuring inclusivity and accessibility in air travel.

The document serves as a detailed guide for industry stakeholders, ensuring that the rights and needs of persons with disabilities and reduced mobility are met with the utmost consideration and care.

The USA Department of Transportation’s Air Carrier Access Act broadly covers various flight scenarios involving US and foreign carriers. Among other things, it emphasizes rigorous requirements to protect the rights of air travelers with disabilities.

This manual gives guidance on services and facilities to meet the needs of disabled people and PRMs travelling by air. Chapter 2 of the manual deals with training requirements. The document was drawn up by the Working Group on Persons with Disabilities and builds on the Standards and Recommended Practices (SARPS) in ICAO Annex 9 to the the Convention on Civil Aviation Facilitation.
